About the course
Ludian is a US Engineering and compliance advisory company working in the US and globally. We understand the role that engineers, land surveyors and geologists can play in identifying and reducing bid corruption.
Why is this course relevant to my role as engineer, land surveyor or geologist?
Bid corruption and attempted bribery can occur at any stage of the bid process. Engineers are trained and certified subject matter experts playing a crucial role in the bidding process.
This role can involve acting on behalf of:
- A client as part of the bid planning, evaluation, or contract award process; or
- Your employer who is submitting a bid
You are also uniquely placed to identify bid manipulation when others may not spot it. Fraudsters rely on the fact that you may not know which parts of, and how, the bid process can be manipulated.

A fresh approach to combating bid corruption
Our new Bid Safeguarding Academy (BSA) TM course is an educational tool that assists new, in-training and existing engineers by raising awareness of how bid corruption can occur. It explains which stages of the bid process are commonly manipulated, resulting in bid corruption.
It also provides a comprehensive red flag risk library. Red flags are events that indicate potential bid corruption, manipulation or error, and may require further questioning/investigation. This library can be accessed both during and after the course to help you carry out your role as a subject matter expert in the bid or post award contract management process.
Listed below are areas of the bid process where engineers are likely to be involved:
- Writing technical specifications for goods and services for a bid package
- Signing off designs, plans, and specifications
- Visiting and inspecting vendor premises for due diligence purposes
- Compiling or approving bidder lists including supplier recommendation
- Producing reports on supplier performance either pre / post award
- Developing company estimates or budget requirements
- Creating technical scoring categories or matrices for evaluation
- Evaluating bid documents submitted for technical compliance and producing scores
- Undertaking technical design
- Forming part of the contract award recommendation team
- Evaluating variation orders or contract amendments post award
- Specifying if a work requirement is necessary
- Reporting on works completed
- Operational Acceptance testing or performance assessment
- Final user acceptance testing
- Providing expert opinion including opinion on new projects and product trials
After completing the course, if you identify a possible red flag at work, we recommend you report it to your employers or client so they can assess the red flag risk.

How long is the course?
The course duration is two hours, but it does not have to be completed in one sitting. You can leave the course at any time and the bookmarking facility will return you to where you left off.
You can complete the course on your PC, phone or tablet.
Pricing
The cost of each license is normally $120, However, for PE professionals, this is reduced to $80.
Once you register, you’ll have access to the course and the bid corruption red flags library for twelve months. You cannot assign your user login to any other person.


Proof of completion
Once completed, you can download a certificate of completion, which is your proof of training. This will have your name and PE license number, if you have one.
Don’t worry if you lose your certificate of completion. We keep a log of all persons who have completed the course and can send you a copy.
